Change in African American Population 1990 to 2000

The Missouri African American population increased by 548,208 in 1990 to 629,391 in 2000 - an increase of 14.8 percent. That was much greater than the 9.3 percent rate of increase of Missouri's total population during the 1990s. As a result of a somewhat greater rate of population increase during the 1990s African Americans increased from 10.7 percent of Missouri's population in 1990 to 11.2 percent in 2000.

Map 1 shows that in 2000 there were eight Missouri counties in which African Americans accounted for more than 10 percent of county total population. Those counties included four in the Bootheel region, (Pemiscot, New Madrid, Mississippi and Scott), two in the St. Louis Metro area (St. Louis City and St. Louis County), along with one county, Jackson, in the Kansas City Metro area and Pulaski County in the South Central Ozarks, the location of Fort Leonard Wood military base.

There were an additional 12 counties in which African American population accounted for more than five percent but less than 10 percent of total county population. Nine of those counties were in central Missouri, mostly along the Missouri River, and three were in the Bootheel.

Table 1 shows how the 1990 and 2000 African American population was distributed among counties by size categories. In 2000 all Missouri counties had at least some African American population although, as shown in the table, fewer than 50 African American resided in 40 of the 115 counties. In 2000 the total African American population of those counties was only 744, an average of only 19 per county. Those 40 counties did, however, have an aggregate increase of 125 African Americans - an increase of 20.2 percent.

In 2000 there were 21 counties in which African American population was greater than 50 but less than 200. The total African American population of those counties was 2,273 in 2000 - an average of 108 per county. The African American population in that group of counties increased by 650 (40.0 percent) during the 1990s.

In 2000 there were 22 counties in which the African American population was greater than 200 but less than 1,000. The average African American population of those counties in 2000 was 429. Together those 22 counties declined from 11,190African American population in 1990 to 9,434 in 2000 - a decline of 15.7 percent. Most of the counties that were in the 200-1000 African American population range and declined in African American population during the 1990s were generally rural counties in north and central Missouri. Included among these counties were Carroll, Chariton, Clinton, Henry, Howard, Lafayette, Lewis, Macon, Montgomery, and Warren.

Missouri's African American population is overwhelmingly located in larger population counties. That is clearly portrayed on Map 2 showing the relative density of African American population. In 2000 there were 32 counties having an African American population of more than 1,000. Together those counties included 98.0 percent of Missouri's 2000 African American population. As a group their African American population increased from 534,776 in 1990 to 616,940 in 2000 - an increase of 82,164 (15.4 percent). Most of the counties in this size group increased in African American population during the 1990s with the notable exception of St. Louis City, which declined from 188,408 in 1990 to 178,266 in 2000. The largest increase by far occurred in St. Louis County, which increased from 139,318 in 1990 to 193,306 in 2000 - an increase of 53,988 (38.8 percent). The next largest increase was in Kansas City (Jackson county), which increased from 135,649 in 1990 to 152,391 in 2000. It is notable that the African American population in those two counties increased by 70,730 during the 1990s, which is equal to 87 percent of Missouri's total African American population increase.

Extension Regions. All eight Extension regions had an African American population of at least 6,000 in 2000. The Northeast, Northwest and South Central regions had virtually identical populations of African Americans - between 6,000 and 6,300. The African American population increased by 13.5 percent or more during the 1990s in six of the eight regions. The only exceptions were in South Central in which there was a decline of 673 African Americans in Pulaski County because of troop reduction at Fort Leonard Wood. That loss outweighed the relatively small increases in all other counties in the region contributing to a net loss of 2.0 percent in the region. The other region with a small increase was Southeast (5.3 percent) which includes several counties having significant African American population. However, six of those counties are predominantly agricultural and African American population has been declining for several years. Typical is a decline of 6.0 percent of African American population in Pemiscot County, a decline of 34.0 percent in Stoddard County, a decline of 7.4 percent in New Madrid, and a decline of 1.7 percent in Mississippi. On the other hand Southeast region counties including larger towns, e.g. Poplar Bluff, Cape Girardeau and Sikeston each experienced significant increases in African American population.

By far the largest regional concentrations of African American population in 2000 were in East Central with 384,676 (61.1 percent of Missouri's total) and West Central with 164,677 (26.2 percent of Missouri's total).

OSEDA Regional Grouping of Counties

Many demographic factors vary by region within the state of Missouri. For the convenience of our user community, OSEDA prepares tables using three different regional groupings of counties: Extension, Economic Development and Transportation.

For each of these groupings, one table summarizes the indicators by regional total and a second table shows values for each county grouped by region. Users may select the county grouping most helpful for their application and understanding.

Department of Transportation Districts - With the exception of North Central (Macon) all remaining DOT districts increased in African American population during the 1990s. With the exception of the Southwest District (Joplin) all remaining DOT districts had an African American population of at least 5,300.

The Missouri African American population in 2000 was largely concentrated in the St. Louis District (381,443) and the Kansas City District (164,429). Together those two districts account for 86.7 percent of the state African American population. That changed little during the 1990s. In 1990 those two districts accounted for 87.3 percent of state African American population.

Following St. Louis and Kansas City the next two districts in terms of size of African American population were - Southeast (Sikeston) with a 2000 population of 25,551 and Central (Jefferson City) with a 2000 population of 24,565. They each account for about four percent of state total African American population.

Department of Economic Development Regions - Ten of the DED 13 regions had an increase in African American population during the 1990s. The three exceptions were Lake of the Ozarks-Rolla (which was affected by a troop reduction at Fort Leonard Wood- Pulaski County), West Central (which was affected also by troop reduction at Whiteman - Johnson County) and North Central in which three agricultural counties experienced decline.

By far the greatest African American populations among the regions were found in the St. Louis MSA with 382,596 in 2000 up by 46,852 since 1990 and the Kansas City MSA with 162,403 in 2000 up by 20,642 since 1990. The St. Louis MSA accounted for 60.8 percent of Missouri's 2000 African American population and the Kansas City MSA accounted for an additional 25.8 percent.

Other significant regional concentrations of African American population but far below St. Louis MSA and Kansas City MSA were Central Region with 27,596 in 2000. The Central Region African American population increased from 20,415 in 1990 - a 35.2 percent increase. The Central Region has experienced general population growth during the 1990s and the African American population more than kept pace with that general growth. The fourth largest regional concentration was in the Bootheel with 20,611 in 2000. However, that was virtually no increase from the 20,211 in 1990. In contrast to the Central Region population growth has been slow in the Bootheel region. - Especially the agricultural counties, which have declined in African American population. Scott (Sikeston), Cape Girardeau and Butler (Poplar Bluff) were recipients of the largest offsetting increases in African American population in the region.

Table 1 summarizes the distribution of the African American population by size categories. Table 2 shows the number, 1990-2000 changes, percent changed and relative percent of African American population. Table 3 shows the relative distribution of the African American population compared with other major race and ethnic groups. Both tables 2 and 3 include county and regional level summaries for Extension, MODOT and DED regions.

Additional tables are attached which report the distribution of the African American population for three different sets of regions: eight University of Missouri Extension regions; 10 Missouri Department of Transportation regions; and 13 Missouri Department of Economic Development regions.
