Career Education

Description
Agricultural education is comprised of a group of related courses designed to prepare students for one of several types of agricultural occupations. These typically include agricultural production, agribusiness supplies and services, agricultural mechanics, agricultural products, ornamental horticulture, forestry, and other agricultural resources. Programs may be designed to: (a) prepare individuals for original entry into an occupation or (b) provide supplemental educational experiences to adults so that they become better performers in an occupation.

Partial financial support is provided for instructional salaries and equipment for approved programs.

Description
Vocational funds are available for operating business education training programs in comprehensive high schools, area vocational schools, community colleges, and universities. Course offerings must be designed to equip students with entry-level business education skills upon completion of a training program. Examples of business education programs are: office technology, accounting, computer applications, etc.

Service or Program Employment Training/Job Training Partnership Act (JTPA)

Description
Funds are available for programs that provide basic skills, remedial education, vocational education, work experience, and other support services such as guidance and counseling.

Economically disadvantaged, unemployed, underemployed, or academically deficient persons.

Funds are allocated two ways: (1) by formula to Service Delivery Areas (SDAs) and (2) by proposal to eligible entities and agencies. Eligible entities and agencies include: public schools, junior colleges, and area vocational-technical schools. Within limits established by regulations, JTPA funds may be used to pay for all costs directly attributable to the program, except where funds from other sources are available for the same or similar purpose.

Service or Program Family and Consumer Sciences and Human Services

Description
Family and Consumer Sciences Education is a group of related courses that generally prepare youth and adults for family life, emphasizing the acquisition of knowledge and the development of attitudes, standards, values, and skills relevant to individual and family life and nurturing. Prepares individuals for balancing work and family roles and enhancing employability skills. Includes instruction in consumer education, food and nutrition, family living and parenthood education, child growth and development, housing and home management (including resource management), and clothing and textiles. Programs may also be designed to help students acquire competencies (including skills and job attitudes) needed for securing and holding paid employment at the entry and advanced levels and/or preparing for advancement in occupations utilizing family and consumer sciences education, knowledge, and competencies. Occupational family and consumer sciences clusters relate to the areas of child care and guidance workers and managers; clothing, apparel and textile workers and managers; institutional food workers and administrators; home furnishings and equipment installers and consultants; custodial, housekeeping, and home services workers and managers; and other areas of human services. Partial financial support is provided for instructional improvement, salaries, and equipment for approved programs.

Description
Instruction is organized to prepare students for occupational objectives concerned with assisting qualified personnel in providing diagnostic, therapeutic, preventive, restorative, and rehabilitative services to people, including understandings and skills essential to provide care and health services to patients. Some occupations require licensure from state boards and/or national certification. Examples of health occupations programs are: health occupations, dental assisting, practical nursing, and nursing assistant.

Description
Trade industrial and technical occupations to prepare persons for initial employment as workers in a wide range of occupations. Such occupations are skilled and are concerned with layout designing, producing, processing, assembling, testing, maintaining, servicing, or repairing any product or commodity. Instruction is provided in manipulative skills and safety judgment required to perform successfully in an occupation.

Service or Program Industrial Technology Education Grant Award Program

Description
The grant award program provides limited financial support for implementing an industrial technology education program. The emphasis of the effort is to focus on assisting students in developing insight, understanding, and application of the technological concepts and processes to systems of industry. The program is designed to stimulate the development of goals, objectives, and activities that reinforce technology, its evolution, impact, utilization, and career opportunities in industry.

Partial financial support is provided for curriculum development and/or revision, industrial technology workshop expenses, resource materials, and equipment. An approved budget is required.

Discretionary grants are based on size and scope of the program and are funded in accordance with priorities established annually.

Service or Program Marketing and Cooperative Education

Description
Provides funds for the implementation and maintenance of programs in marketing and cooperative education. Marketing education provides instruction in marketing, merchandising, and management with the goal of preparing individuals for marketing and management occupations. Cooperative occupational education (COE) offers a work-study program for persons who, through a cooperative arrangement between the school and employers, receive related vocational instruction by the alternation of study in school with on-the-job training in a variety of occupations. Cooperative industrial education (CIE) offers a work-study program for persons who, through a cooperative arrangement between the school and employers, receive related vocational instruction by alternation of study in school with on-the-job training in industrial occupations. Partial financial support is provided for instructional salaries and equipment for approved programs.

Occupational home economics education programs are instructional programs emphasizing the acquisition of competencies needed for securing and maintaining an entry-level job and/or preparing for advancement in an occupation(s) utilizing home economics knowledge and skills. Instructional programs are developed from home economics subject-matter areas to meet the unique requirements of the specific occupations derived from a job analysis.

Description
Provides financial assistance to public high school districts, which participate by sending students to a designated area vocational school. Partial financial support is provided to public high school districts that are not designated area vocational schools that transport students to and pay tuition to designated area school districts for vocational education services. This financial assistance is restricted to districts, which contract for secondary regular vocational education services from area vocational schools.

Grant award reimbursement from specific General Assembly appropriation is made to districts making application. Grants are based on numbers of students attending each semester.

Service or Program Vocational Education Programs, Federal
Authority Federal: Carl D. Perkins Vocational and Applied Technology Education Act (Public Law 101-392)

Description
The Perkins Act provides funds to a limited number of public institutions to supplement and improve Vocational Education programs offering a sequence of courses which are directly related to the preparation of individuals in paid and unpaid employment in current or emerging occupations requiring other than a baccalaureate or advanced degree. Programs include competency-based applied learning, which contributes to an individual’s academic knowledge, higher-order reasoning and problem-solving skills, work attitudes, general employment skills, and occupational-specific skills necessary for economic independence as a productive and contributing member of society.

Only public educational institutions are eligible to apply for funding. Funds are targeted to serve individuals who are members of special populations (disadvantaged, handicapped, single parents, displaced homemakers, and single pregnant women), secondary students (Grades 9-12), postsecondary students, and adults enrolled in vocational education programs.

Available
Formula grants allocating funds to secondary school programs are based on Chapter 1 funds, numbers of handicapped served, and number of students enrolled in school. Postsecondary and adult programs receive funding based on the school’s proportion of Pell Grant recipients compared to a state total. Grants are made for community-based organizations, consumer and homemaking education, technical preparation education, single parents and displaced homemakers, single pregnant women and sex equity from competitive requests for proposals.
