Professional Development

Service or Program Career Ladder Program

Description
The Missouri Career Ladder Program is a three-stage program for career advancement that rewards experienced teachers and increases professional responsibilities. Participants receive $1,500, $3,000, or $5,000 salary supplements for meeting effective teaching criteria and completing career development plans.
Eligible Recipients

Local school districts may develop a district Career Ladder plan in which teachers, librarians, and counselors are eligible to receive salary supplements.

Available
A variable matching fund entitlement is made to the local school district based upon 12 funding categories and the number of participants on Stages I, II, or III.
Access Procedures The Department supplies the necessary instructions and guidelines for applying and provides technical assistance to districts.

Service or Program Curriculum Services

Description
The Curriculum Services unit provides professional services related to the development and implementation of improved curricula and instruction in the schools of the state. The unit engages in a broad range of activities, including: the preparation and dissemination of curricular materials; in-service training for professional staff members in curriculum development, in specific subject areas and in the basic skills areas of reading, writing, mathematics, social studies, and science. Particular emphasis is placed on helping schools align curriculum with the Show-Me Standards and develop written curriculum guides as required by the Missouri School Improvement Program. Staff works with the Assessment Section to facilitate the implementation. In addition, the health consultant provides assistance to districts in developing comprehensive health education programs and implementing drug and alcohol abuse prevention programs.

Service or Program Eisenhower Professional Development Education of the Improving America’s Schools Act (Title II, IASA)

Description
Funds are granted to school districts to provide training for teachers and administrators in the core subject areas in elementary or secondary schools in both public and nonpublic schools within the district.

Elementary and secondary teachers and administrators in the core subject areas in public and nonpublic schools in the subject(s) they teach.
Funding or Grants
Available
Each school district receives an entitlement based on a "two-factor" formula. The two factors are: (1) Number of students enrolled in public and nonpublic schools, and (2) Percentage of the state’s Title I, ESEA. Basic Grant funds are distributed to the school district.
Access Procedures Any public school district may apply for a grant up to the amount of its entitlement. Funds may be used for many types of training costs, including consultant fees, costs of substitutes in public schools, stipends for workshop attendance, materials necessary for training purposes, and travel expenses.

Each year the Department notifies school districts of their entitlements and provides necessary, instruction, and guidelines for applying. Applications must be submitted and approved before any funds are obligated.

Service or Program Languages Assistance Grant Program
Authority State: Outstanding Schools Act of 1993 (Senate Bill 380)

Description
The Languages Assistance Grant Program offers pre-service and in-service training and technical assistance to meet the educational needs of students who are studying a language not their "mother" or primary tongue. This includes both English-speaking students learning a foreign language, as well as non-English-speaking students learning English. Areas of assistance include, but are not limited to: development of appropriate language assessment tools, teacher education in multicultural and diversity issues, curriculum development, workshop and seminar participation, and teaching strategies.

One-year grants in the amount of $3,000 - $12,000 are available.

Service or Program Minority Teacher Education Scholarship Program
Authority State: Excellence in Education Act; Section 161.415, RSMo

Description
The Minority Teacher Education Scholarship Program is intended to attract talented individuals into the teaching profession.
Eligible Recipients
or Participants
Students in a four-year college or university located in Missouri or students enrolled in a junior or community college located in Missouri who rank in the top 25 percent of their graduating class or score above the 75th percentile on a nationally normed test, such as the ACT or the SAT, or have 30 college hours with a 3.0 or better GPA.
Funding or Grants
Available
Direct payment to the eligible recipient at the beginning of the first semester and at the beginning of the second semester.
Access Procedures Applications may be obtained at local high schools, colleges, and public libraries. Application deadline is January 1, and notification of results is made by April 1 each year.

Service or Program Leadership Academy

Description
Provide a wide array of educational and leadership training programs and workshops for school leaders, including: Performance Based Evaluation, School Law for Principals, Building Budgets for Hard Times, Developing Excellence Through School Improvement Plans, Special Education Administration for Principals, Conflict Resolution, Beyond Conflict to Consensus, Key Leadership Practices for Educational Leaders, School Data, and Outcome-Based Education. Also provides NASSP skill development modules, including Leader 1 2 3, Let’s Talk, and Springfield Development Program. Offers the Satellite Academy Program, an 18-day, yearlong professional development opportunity. Coordinates the Network for Women in Educational Administration. Conducts assessment centers for Missouri certification for school administrators.

Service or Program Project Construct

Description
Project Construct is Missouri’s theory-based framework for curriculum and assessment in early childhood and elementary education. A comprehensive, ongoing, and participant-centered professional development program supports the framework for teachers and administrators. Designed for use with students in preschool through Grade 6, the Project Construct approach embraces teaching strategies and resources that are consistent with what is known about how children learn. Through "hands-on, minds-on" experiences, students in Project Construct classrooms attain deep understandings in the core content areas, while they also learn to work collaboratively with adults and peers and to be lifelong problem solvers. The Project Construct framework is linked to the new Missouri curriculum frameworks and provides solid preparation for the attainment of the Show-Me Standards.

Service or Program Regional Professional Development Centers (RPDC)

Description
The Regional Centers for Professional Development of Educators in Missouri support excellence and equity in education through the continual upgrading of the professional competencies of Missouri educators. The Regional Centers provide the opportunity for public school educators and, on occasion, parents and human service providers the opportunity to have access to information and resources in proven instructional and administrative practices which promote quality instruction in the classroom, overall school improvement, and school-linked service for children and youth and their families. Each center will form its own multi-sector partnership to meet the priorities of the State Board of Education and the Legislature and to develop its own areas of specialties to meet the needs of area educators.

Service or Program Select Teachers As Regional Resources (STARR)

Description
STARR teachers are based at nine state RPDC sites and are available to provide inservice for teachers in surrounding school districts. Emphasis is on authentic instruction—helping teachers integrate "pursuing" and "doing" so that students at all levels can combine and apply their knowledge in real-life situations.
