Success Team Process

  1. District superintendent will receive letter from the Commissioner alerting the district of concerns relative to performance indicators on Annual Performance Report and offering assistance by Success Team.

  2. DESE area supervisor will contact district superintendent and establish meeting to offer services of Success Team. (Some teams have found it advantageous to invite all district superintendents in the area receiving the letter to a common meeting. At that meeting the supervisor and regional Success Team can present overview of services. Superintendents from districts previously served by Success Teams may also give testimonials.)

  3. DESE area supervisor and Regional Professional Development Center director meet with superintendent to present intervention options, identify available resources and develop a process for working with the Success district. Area supervisor will share "conditions of involvement" and experience. It is recognized that some conditions are necessary to ensure the efficacy of intervention, i.e. openness of the process, commitment to a relationship with a specific RPDC, a system of regular reports of progress, and a commitment to long range as well as immediate improvement.

  4. District will form a School Improvement Committee or Local District Success Team.

  5. Team leaders will share data with stakeholders. The MSIP performance rubric will be explained. The superintendent will be encouraged to make this discussion as open as possible including board of education, administrators, teachers and community.

  6. The area supervisor, RPDC Director and local committee will conduct an audit of the Comprehensive School Improvement Plan. The audit will consider the following:

    • Compare current data to stated mission, vision, purposes, philosophy, etc. to determine level of congruence.
    • Identification of district strengths.
    • Identification of areas of concern noted on Annual Performance Report.
    • Assess whether current CSIP goals adequately address deficit areas.
    • Both the content of the current plan and the process by which it was developed and is maintained will be examined.
     
  7. Develop a district action plan with measurable goals and incorporate a schedule of periodic reports of progress on agreed upon goals to board of education and public into the plan. It seems apparent that the instructional action plan addressing MAP related deficits should include significant involvement of teachers. Vertical teams may be a viable option.

  8. Implement local action plan.
  9. Evaluate short-term goal by successful MSIP review and accreditation.
  10. Commit to long term/systemic improvement.
  11. Evaluate long-term goal by examining annual performance report to ensure sustained improvement.
