Service or Program Caring Communities

Description
Multiagency systems integration of five state agencies: Departments of Elementary and Secondary Education, Health, Social Services, Mental Health, and Labor and Industrial Relations. Caring Communities is a process whereby local school districts partner with a broad-based group of community stakeholders to design an integrated system of delivery for education and services that is school-based or school-linked. The purpose is to improve results for their children and families through a partnership between state government and local communities.

Communities are selected through a process of assessment of need and their capacity for community collaboration. The Directors of the Family Investment Trust Board have final decision-making authority on selected communities.

Available
Funding is available through the selection process described above. In addition, targeted incentive grant money may be available. Local resources are also an important aspect of the state/local partnership process.

Service or Program Disability Determinations Services
Authority Federal: Section 216i of the Social Security Act
State: Section 161.182, RSMo
Service or Program
Description
Disability Determinations obtains necessary medical and vocational documentation and prepares a formal decision as to the applicant’s eligibility for disability benefits under the Social Security Program, both Title II (SSDI) and Title XVI (SSI).
Eligible Recipients
or Participants
Qualifying persons who apply at a district Social Security Office for benefits under Title II and Title XVI. Age may be from birth to age 65. Adults who allege inability to work due to a physical or mental disability. Children may be eligible for SSI benefits if they are disabled and unable to pursue activities appropriate for their age. Children disabled prior to age 22 may be eligible for benefits on a parent’s Social Security account, if the parent is receiving Social Security benefits or is deceased.

This program provides services only. No funds are distributed on basis of application.
Access Procedures The individuals with disabilities or someone on their behalf must make application for benefits at a Social Security office.

Service or Program Even Start Family Literacy Program
Authority Federal: Part B of Title I of the Elementary and Secondary Education Act (ESEA), as amended by the Improving America’s Schools Act (IASA) of 1994 (Public Law 103-382)

Description
The Even Start Family Literacy Program provides assistance for programs to improve educational opportunities by integrating early childhood education and adult education for parents into a unified program of family literacy. The program must be implemented through cooperative projects that build on existing community resources to create a new range of services for qualifying families.
Eligible Recipients
or Participants
A local education agency, in collaboration with a community-based organization, public agency, institution of higher education, or other nonprofit organization, or a community-based organization or other nonprofit organization of demonstrated quality applying in collaboration with a local education agency.
Funding or Grants
Available
The Department of Elementary and Secondary Education receives a grant on behalf of the State based on the Title I allocation to the State. Grants are available for a one-year period with a possible continuation for three additional years. A 10 percent match is required the first year, a 20 percent match the second year, 30 percent the third year, and 40 percent the fourth year.
Access Procedures Information is disseminated each year to Superintendents. Guidelines, forms, and instructions are available in the Even Start Family Literacy Administrative Manual disseminated to every school district.

Service or Program Missouri Learn and Serve America

Description
Funds are available for service learning programming. Service learning is an instructional method that ties community service to academic learning, personal growth, and civic responsibility.

All students (Grades K-12) in public school districts.
Funding or Grants
Available
Funds are available through a competitive grant process. The grant process occurs in the spring with funds available for the fiscal year beginning July 1.

Service or Program Practical Parenting Partnerships Program

Service or Program
Description
This is a parent education/family resource program offered through the school districts to parents, educators, and students. The Practical Parenting Partnerships Program (PPP) is a natural extension of the Parents as Teachers (PAT) program. The program is designed to support adults in their roles as educators and nurturers of school-age children. PPP offers opportunities for networks between families, schools, and the community.

All public and nonpublic schools are eligible for training.

Available
Districts can apply for targeted incentive grant funds for PPP. Applications are due each spring. Schools may apply for initial grant and continuation grants for two years.

Service or Program School-Age Care Programs in Public School Districts
Authority State: Sections 161.092 and 167.290-167.310, RSMo
Service or Program
Description
School-Age Care (SAC) Programs are before- and/or after-school care programs for school-age children who are enrolled in a public school district and are between the ages of 5 to 14. The program may operate whether school is in session or not, including vacations and summer months. A school district may establish and administer a program directly or through contract with any not-for-profit corporation, such as the YMCA, YWCA, or the 4-H Youth Development.

or Participants
Only public school districts are eligible to apply for and receive SAC grants. Any student between the ages of 5 to 14 and enrolled in a public school district is eligible to participate.
Funding or Grants
Available
Grants are awarded each year based on funds available and through a competitive application process.
Access Procedures Each fall the Department makes available to every school district the Guidelines and Administrative Procedures for the School-Age Care Grants and an application. SAC Grants utilizing state funds are awarded in October and SAC Grants utilizing federal funds are awarded in January of each school year. Actual dates that grant applications are due and the dates that grants will be awarded are provided with the information that is made available to every public school district at the beginning of the school year.
