Gifted and Talented

Service or Program Gifted Program, State-Assisted

Description
The state-assisted gifted program provides funds for the implementation of special instructional services in the academic or fine arts areas to meet the special needs of identified students. The programs provide differentiated learning opportunities not available in a regular public school program. Instructional sessions must be supplementary to the regular instructional program in both content and cost.
Eligible Recipients

Program services are available for up to 5 percent of the enrollment in the school(s) or grade span(s) selected for participation. Each participating student must be selected in accordance with criteria published in the guidelines, which include evidence of outstanding intellectual ability, academic achievement, creativity, and performance in related areas.
Funding or Grants
Available
Discretionary grants are made on the basis of approved programs. State funding may not exceed 75% of the approved teachers’ salaries and 75% of approved special instructional materials up to $50 per student. Allowable costs must be in addition to the costs that would have been incurred by the district if it did not have a state-assisted gifted program.
Access Procedures Any public school district may apply. The Department has published guidelines, application forms, and procedures for applying for funding. Technical assistance is provided to prospective applicants upon request. Applications are due on May 31 annually.

Service or Program Missouri Fine Arts Academy

Description
The Missouri Fine Arts Academy is a three-week residential summer program held at Southwest Missouri State University in Springfield for approximately 120 to 180 of Missouri’s artistically gifted students who are ready to begin their junior or senior year in high school.
Eligible Recipients

A special selection committee appointed by the Department screens and evaluates all nominations. Participants are nominated by their schools and selected based on: a portfolio of student work, student essay, letters of recommendation, and grade-point average.
Funding or Grants
Available
Funds to support the Academy are appropriated by the Missouri Legislature. There is no cost to students or their families for tuition, room and board, Academy-related activities, books, and instructional materials. However, the cost of travel to and from the Academy, plus personal and incidental expenses, are the responsibility of the student and family.
Access Procedures Each public school district and private school in Missouri is eligible to nominate at last one sophomore or junior student for the Academy. Larger schools have the option of nominating more than one student on a prorated basis according to enrollment. The Department has published guidelines, student nomination forms, and procedures for students and faculty applying to the Academy. Applications are due in the fall. Notices may be expected by early February.

Service or Program Missouri Scholars Academy

Description
The Missouri Scholars Academy is a three-week residential summer program held at the University of Missouri-Columbia campus for 330 of Missouri’s gifted students who are ready to begin their junior year in high school. The Missouri Scholars Academy provides unique opportunities for students to enhance their academic skills, relate to contemporary issues, and deepen understanding of themselves and their unique abilities.

A selection committee appointed by the Department evaluates all nominations. Participants are nominated by their schools and selected on the basis of the following criteria: student scores from selected intelligence and aptitude tests, grade-point average, student essays, projected benefits to the student for participating in the Academy; and evidence of leadership, creativity, intellectual curiosity, problem-solving ability, and initiative.

Operating funds for the Academy are provided by the State of Missouri.
