Based on an equalizing formula described in Section 163.031, RSMo, which provides equal access to combined state and local revenues for each penny of local property tax.
Access Procedures Payments are generated based on data submitted on the Core Data submissions, the Annual Secretary of the Board Report, and the Annual Report of the County Clerk to the State Board of Education.

Service or Program County Foreign Insurance Tax Money - Free Textbook Fund

Description
Provides for textbooks, instructional materials, and contracted educational television services.

Service or Program Impact Aid, Public Law 81-874
Authority Federal: Public Law 81-874, as amended by Public Law 95-561
Service or Program
Description
Impact Aid provides direct federal funds to school districts having 400 or more students, or 3 percent or more of the average daily attendance (ADA), composed of children who live with parents or guardians who live and/or work on federal property or are employed on federal property. Also, districts that have had 10 percent or more of the assessed valuation of real property removed by the federal government since 1938 are eligible for limited financial assistance. The law provides assistance of construction of minimum school facilities when substantial increases in school enrollment occur as a result of increased federal activity.

Funds are paid by the federal government on a formula basis directly to eligible school districts.
Access Procedures An annual application must be submitted to the U.S. Department of Education, Director of Impact Aid Program, prior to January 31 each year.

Description
General aid to school districts. Revenue generated from one-cent state sales tax.

All public school districts.

Distributed on same ratio as district’s eligible pupils bear to state total eligible pupils (flat grant).

Description
Provide resource materials relating to the state and federal laws and regulations that affect the public schools.
Eligible Recipients
or Participants
Elementary and secondary school faculty, staff, and administrative personnel, parents, and other school patrons.

Available
This program provides services only. No funds are distributed to participants or school districts.
