Early Childhood Development Act (ECDA) Early Childhood Screening and Parent Education

Description
ECDA provides funds to public school districts to implement preschool screening and parent education. Children are screened in the areas of language, general development, hearing, vision and health, and physical development. Parent education services are delivered through a combination of group meetings with parents and personalized private visits. Programs may operate on a year-round basis, but must operate for at least eight months of each year. All public school districts are required to offer services and may contract for services with other public or private not-for-profit agencies that have programs approved by the Department.

Families with children ages birth to five may participate in the parent education programs. Children who have not entered kindergarten are eligible for screening on an annual basis.
Funding or Grants
Available
Initial formula allocations are made to public school districts based on needs and previous service records of individual districts. Final payment is based on the actual number of program participants and level of participation by families. Additional funds are available for the purpose of recruiting new families with children ages birth to three and to offer additional parent education services to families defined as high need.
Access Procedures Each spring the Department sends necessary application information to public school districts to be returned by July 1. Final reports are required from school districts immediately following each fiscal year in order to make final payments.

Description
Early childhood special education services are provided, per an Individualized Education Program (IEP), by local school districts to eligible children ages three and four years old. Services may be delivered to eligible children through a variety of models, such as in a classroom at the school, in the child’s Head Start, Title I, day care setting, or home.

Local school districts apply for funds to support program costs.

 

Funding or Grants
Available
Three sources of funds are available to support ECSE program costs. Section 619 of IDEA, Part B, makes funds available to state departments of education to initiate programs through local districts for children ages 3 to 5 with disabilities. Entitlement, Part B funds are generated by the December 1 Child Count and also support this program. State funds are available to support costs through a separate appropriation of the General Assembly. Districts are reimbursed 100 percent for approved program costs.

Description
Services include a statewide outreach and home intervention program for children ages 0 to 5, administration of a respite care program, and consultation and technical assistance to school district personnel to improve services for students with deaf-blindness. A bi-monthly newsletter is available to parents and educators in which the parents or guardians are offered information to help them become more knowledgeable case managers for their children.
