Blind, Missouri School for the Blind

Service or Program
Description
Provides elementary and secondary education programs appropriate for students with visual impairments. The school provides special teaching methods, materials, and curricular additions specifically required by children with visual impairments and multihandicapped, as well as deaf/blind children.
Eligible Recipients
or Participants
Children between the ages of 5 and 21 with visual impairments whose parents are residents of the State of Missouri. Any public school district may refer children with visual impairments for services at this school subject to referral and due process procedures established by State Board-adopted regulations.

This program provides services only. No funds are distributed on the basis of application.
Access Procedures Local districts may refer individual students to the Missouri School for the Blind. Decisions made regarding eligibility for acceptance will be based upon the severity of the visual impairment and the appropriateness of the assignment.

Blind, Readers for the Blind

Service or Program
Description
These funds are used to provide financial assistance to schools providing readers for students who are blind and enrolled in the school district. The readers assist students who are blind by reading texts, pamphlets, or other materials necessary for academic instruction.

Local school districts may apply for reimbursement for services provided to blind students enrolled in the district.

Available
Reimbursement is made to the local school district based upon the number of blind students for whom the reader service has been provided.

Service or Program

Deaf, Missouri School for the Deaf

Service or Program
Description
Missouri School for the Deaf provides elementary and secondary education and special training in a residential school environment for deaf students. Every available resource is used in the education of deaf children. Numerous visual aids are utilized in this total communication approach to develop each youngster to his or her maximum capability.

or Participants
Auditorially impaired children between the ages of 5 and 21 years are eligible for enrollment. Parents or legal guardians must be bona fide residents of the State of Missouri. Any public school district may refer deaf children for services at this school subject to the referral and due process procedures established by State Board-adopted regulations.

This program provides services only. No funds are distributed on the basis of application.
Access Procedures Local districts may refer individuals to the Missouri School for the Deaf. Based upon the severity of the hearing impairment and the appropriateness of the assignment, a decision will be made regarding acceptance.

Service or Program

Handicapped, Exceptional Pupil Aid Program

Authority State: Sections 162.670 - 162.995, RSMo

Description
These state funds are used to assist local school districts in providing a free appropriate public education to students with disabilities. Special classroom teachers, teacher aides, and ancillary professional personnel are provided with these funds.
Eligible Recipients
or Participants
Local school districts may apply for reimbursement for services provided to children who are determined to be disabled, by a multidisciplinary diagnostic team, and for whom an Individual Education Program (IEP) has been developed and implemented.
Funding or Grants
Available
Reimbursement is made to local school districts based upon the number of approved classes operated by the district and for ancillary staff employed by the district to serve students with disabilities. The amount of funding is established by state statute. These funds are used to assist the local school district to pay part of the costs for salaries and fixed charges for teachers, teacher aides, and ancillary professional personnel. A portion of the funds may also be used to purchase equipment and materials to operate the special education program. These funds are restricted to special education programs.

Service or Program

Handicapped, State Schools for Severely Handicapped

Description
This program provides a learning environment designed to promote and maximize each pupil’s respective potential for independence and a more productive and satisfactory home and community life during adulthood. Individualized instruction and objectives are developed for each pupil enrolled.

Public day school services are available to severely handicapped children between the ages of 5 and 21. Any public school district may refer severely handicapped children for services subject to referral and due process procedures established by State Board-adopted regulations.

Available
This program provides services only. No funds are distributed on the basis of an application.
Access Procedures Referral is by the local district. Acceptance is determined based on the severity of the handicap(s) and appropriateness of the assignment based upon diagnostic information and the Individualized Education Program (IEP) developed for the child.

Individuals with Disabilities Education Act (IDEA) Public Law 94-142, formerly the Education for All Handicapped Children Act

Description
IDEA, Part B, provides entitlement and discretionary funds to public school districts to initiate and/or support specially designed instruction and related activities for students with disabilities. The law specifies a number of activities that schools must engage in to ensure that children with disabilities receive a "free appropriate education."

or Participants
Local school districts may apply for an entitlement of funds provided for each child determined to be disabled by a multidisciplinary diagnostic team and for whom an Individualized Education Program (IEP) has been developed and implemented.
Funding or Grants
Available
Entitlement funds for each fiscal year are made available to each public school based upon the number of children with disabilities served on December 1 of the previous year. Discretionary grants are made available on a competitive basis for priorities as determined by the Department of Elementary and Secondary Education. These funds are restricted to special education programs.
Access Procedures Entitlement - District submits compliance plan and outlines anticipated budget expenditures regarding use of federal funds. Discretionary - District submits project application describing the proposed use of federal funds. The projects are reviewed on a competitive basis and are awarded based upon state-established priority of needs.

Project ACCESS (Autism)

Service or Program
Description
Provides support and technical assistance to school districts serving students with autism. Offers consultation training and material loans. Staff members train consultants who are available to visit schools and work with teachers and other staff members to develop skills in evaluating, managing, and teaching children whose behaviors and unique learning styles are problematic. A variety of workshops, seminars, and conferences are presented each year to help school district personnel develop skills in working with children with autism.

The Resource Center on Deafness

Service or Program
Description
The Resource Center on Deafness provides evaluation, consultation, and programming for children and adolescents who are deaf or hard of hearing. A team composed of an audiologist, school psychologist, speech/language pathologist, and a deaf education consultant conducts evaluations.

or Participants
Deaf or hard-of-hearing children from birth to 21 years of age are eligible for services. Parents or legal guardians must be bona fide residents of the State of Missouri. Any public school district may refer deaf or hard-of-hearing children for services.

Special Education Due Process/Mediation

Description
A one-level, three-member due process hearing system to resolve special education disputes involving the identification, evaluation, placement, or the provision of a free appropriate public education. A state-paid-for mediation system available upon request for a due process hearing.

Service or Program

Surrogate Parent Volunteer Program

Authority State: Section 162.997, RSMo (Revised) and Federal: 34 CFR 300.514 Under Public Law 94-142
Service or Program
Description
The Surrogate Parent Program a Surrogate Parent Volunteer protect the rights of students with disabilities, and to act as the student’s advocate in the educational decision-making process.
Eligible Recipients
or Participants
Children ages 0 to 36 months (Part H) and ages 3 to 21 (Part B). The students receive special education services or have been referred for evaluation. Their parents cannot be identified and/or whereabouts are unknown and custody is with the state.
Funding or Grants
Available
No funds are available through this project. However, Surrogate Volunteers are reimbursed for reasonable and necessary expenses in the process of representing the student assigned to them.
Access Procedures A school district, special district, state agency, or other political subdivision responsible for providing education to students with disabilities or severe disabilities determines or is informed that the student resides within its jurisdiction. It will, within 30 days, determine whether the student meets criteria for appointment of a Surrogate Parent Volunteer. Within 10 days of the determination for services, the agency will submit a Determination of Need form containing all necessary documentation
