Bilingual Education State Education Agency Grant, Title VII

Service or Program
Description
The Title VII State Education Agency Grant provides technical assistance to school districts with children who are non-native English speakers or from homes where a language other than English is spoken. The program also serves those involved in the education of teachers of second language students. Services include workshops, conference, on-site technical assistance, publications, summer institutes, and other activities as requested. Areas of assistance include: school district responsibilities, program administration, second language literacy, teaching English through the content areas, grading strategies, assessment and testing, discovering culture in the classroom, instructional strategies, parent involvement, school health issues, and counselors’ information.

Teachers of second language learners or their parents, school administrators, or teacher educators.

Available
The cost of technical assistance is borne by the Title VII grant. Operational grants may be available from the U.S. Department of Education.
Access Procedures Information is disseminated in the Commissioner’s Newsletter. Workshop and conference notices are sent to districts. Services may also be requested by individuals or by districts.

Service or Program

Desegregation Assistance Program, Technical Assistance Unit

Authority Federal: Title VI of the Civil Rights Act of 1964, Section 403

Description
This federally funded desegregation assistance program provides technical assistance, upon request, to local educational agencies in the preparation, adoption, and implementation of plans for desegregation on the basis of race, sex, and national origin. This program also assists school districts in coping with educational problems that may accompany such desegregation efforts.
Eligible Recipients
or Participants
All Missouri public school districts may apply for services. Teachers and administrators in public school districts, students, parents, and other community members, along with state and local government agencies that may be affected by or involved with desegregation activities in local school districts, are eligible.
Funding or Grants
Available
To obtain services for a desegregation-related project, an application must be submitted to the program director three to four weeks prior to the scheduled activity.
Access Procedures Applications for services and Technical Assistance brochures are sent to all school districts at the beginning of each award period. Districts interested in obtaining services must complete the application form and return it to the program director. If a district’s project is approved, the director sends a letter of notification. Projects involving actual dollars are reimbursed to the district upon completion of the project. Documentation of the expenses and evaluations of the project are required.

Service or Program

Immigrant Education Program

Authority Federal: Emergency Immigrant Education of 1984 (Title VII of the Elementary and Secondary Education Act (ESEA) as amended by the Improving America’s Schools Act (IASA) of 1994 (Public Law 103-382)

Description
Formula grants are available for special programs in English language instruction, bilingual educational services, inservice training for instructional personnel, special materials and supplies, and basic instructional services that are directly attributable to the presence.
Eligible Recipients
or Participants
Immigrant children from any country who have attended schools in the United States less than three years are eligible for services. The term "immigrant" includes the children of lawful permanent resident aliens, refugees, asylees, parolees, persons of immigrant status, and immigrant residents in the United States without proper documentation.
Funding or Grants
Available
Formula grants are made to school districts based on the number of eligible students enrolled in public and nonpublic schools within the district. Any public school district meeting the threshold of 500 or 3 percent enrollment of immigrant children may apply if it reported the children at the time the official count was taken.
Access Procedures Forms, instructions, and guidelines for applying are available only to qualifying districts. Funds may be used to pay most excess costs directly attributable to special services for eligible children.

Service or Program

Indian Education Program

Authority Federal: Indian Education Act of 1988; Title V of the Elementary and Secondary Education Act, as amended by the Improving America’s Schools Act (IASA) of 1994 (Public Law 103-382)

Description
Formula grants are made available for supplementary projects that meet the special educational or culturally related academic needs of Indian children.
Eligible Recipients
or Participants
Students whose parents or grandparents are members of an eligible Indian tribe, band, or group of Indians.
Funding or Grants
Available
Formula grants are available to school districts that received funds under this program in Fiscal Year 1988 and, whenever sufficient funds are available, other school districts that enroll at least ten Indian children.
Access Procedures Depending on the availability of funds, the U.S. Department of Education, through the Indian Technical Assistance Center One, provides forms, instructions, and guidelines for applying.

Service or Program

Migrant Education Program

Authority Federal: Part C of Title I of the Elementary and Secondary Education Act (ESEA), as amended by the Improving America’s Schools Act (IASA) of 1994 (Public Law 103-382).

Description
Program provides health, dental, and social services for eligible migratory children when other sources of funding are unavailable. It also provides the following instructional services, based on an assessment of the needs of the migratory children and youth: a) home-based or school-based preschool; b) pull-out, push-in, or after-school tutorials in basic skills (ESOL) and career awareness for elementary and secondary ESOL students; c) evening tutorials for employed secondary students; d) summer programs; and e) home-school liaisons.

or Participants
Eligible students are the children of migratory agricultural workers or fishermen or a related occupation. Students remain eligible for three years after their families cease to migrate.
Funding or Grants
Available
Discretionary subgrants are made to school districts and other eligible agencies. The amount is based on the number of children to be served and the scope of the services to be provided.
Access Procedures Any public school district enrolling at least 20 eligible migrant students may apply for a subgrant. Funds may be used to pay all costs directly attributable to a program, except where other funds are available for the same or similar purpose. The Department provides necessary forms, instructions, and guidelines for applying through the federal programs consolidated application and provides technical assistance to districts wishing to apply. Applications are approved on July 1 or the date received by DESE in substantially approval form, whichever comes later.
