Service or Program

Accelerated Schools Project

Description
Services are designed to assist elementary schools (rural, urban, and suburban) that serve high proportions of disadvantaged and at-risk students. Schools in the project are developing ways of accelerating the learning of their at-risk students with the intent of bringing these students into the educational mainstream in skills by the time they complete elementary school. The emphasis is on acceleration of learning, not remediation. The schools are following the model developed by Dr. Henry Levin of Stanford University.

At-risk Area Vocational Technical Learning Centers

Description
Many area vocational technical schools have implemented special instructional programs that allow eligible students to make-up or gain academic credit while being given the chance to also receive vocational training. Care is taken to assure that students master the required course work for a particular subject. The academic credit is recommended only through an agreement between appropriate personnel at the high school and vocational school. The centers are located exclusively in area vocational schools to allow access to smaller districts that may have students that can benefit. Individuals are selected into the program based on their ability to benefit and desire to pursue their education in an alternative setting. The design, staffing, and level of service varies at each location; however, there are common threads that connect all centers. Probably the most important feature of the program is a second chance for certain students to receive a high school diploma while gaining skills to obtain employment.

Based on the number of free and reduced-cost lunch eligible students in the district on the last Wednesday of January of the preceding school year.

Service or Program

Excess Cost Reimbursement for Public Placement

Authority State: Sections 162.970, 167.126, RSMo

Description
The Grants and Application Section of the Division of Special Education reimburses public school districts for the excess educational costs for eligible students placed by the Department of Mental Health (DMH) or the Division of Family Services (DFS) out-of-the-domiciliary district.
Eligible Recipients
or Participants
School districts serving nondomiciliary pupils placed by DMH or DFS. DFS placements must be in an approved residential treatment facility.

Available
Funding is available for excess costs. Excess costs can be defined as the amount of cost remaining after the subtraction of the local tax effort of the district of domicile of the parent(s) or guardian(s) combined with state and federal revenues generated by the student. This amount is then reimbursed to the serving district.

Service or Program

Homeless Children and Youth Education Program

Authority Federal: Stewart B. McKinney Homeless Assistance Act, Title VII-B, Sections 721-726, as amended by the Improving America’s Schools Act (IASA) of 1994 (Public Law 103-382)
Service or Program
Description
The Homeless Children and Youth Education Program provides administrative guidelines and technical assistance to school districts to remove educational barriers which prevent homeless students access to a free, appropriate public education. Competitive subgrants are awarded to improve the effectiveness of education of homeless students, including transportation to the school of best interest, coordinated services, school supplies for children, and other related services.

Eligible students must be either: (1) lacking a fixed, regular, and adequate residence, or (2) having nighttime residence in a shelter for temporary accommodations, an institution providing temporary residence for persons intended to be institutionalized, or a place not ordinarily used as a regular sleeping accommodation for human beings.

Annual competitive grants are available to LEAs. The number of homeless children enrolled in the district determines allocations.
Access Procedures Any public school district enrolling at least twenty eligible homeless students may apply for a subgrant. No matching is required. Information is disseminated each year to Superintendents. Guidelines, forms, and instructions are available in the administrative manual Meeting the Educational Needs of Missouri’s Homeless Children disseminated to every school district.

Students At-Risk

Service or Program
Description
Staff development activities and/or technical assistance are provided to assist administrators, teachers, and other staff in dealing with students who are considered to be at risk for failure in school and in society. Topics addressed include the following: the scope of the problem, identification of the at-risk student, strategies for dealing with the at-risk student in the school and classroom, developing a plan of action at the school site to address the problem, effective programs for at-risk students, guidelines for establishing programs, state and national data, and activities/programs of the Department of Elementary and Secondary Education pertaining to the at-risk issue.

All public school professional staff members, parents, community members, and school board members.

Service or Program

Title I, ESEA

Authority Federal: Title I of the Improving America’s Schools Act of 1994

Description
Title I provides funds to public school districts to implement supplementary instruction for low-achieving students living in attendance areas with high concentrations of low-income families. Programs assist eligible students reach the same high standards as all other students. Some support services may be provided.
Eligible Recipients
or Participants
Children from preschool through Grade 12 who are residents of low-income attendance areas within a school district and whose achievement is below that expected of a student of the same age and/or grade placement. Schools with a free/reduced lunch count of 50 percent or more may serve all students. Schools with less than 50 percent free/reduced lunch count must target services to identified educationally disadvantaged students.

Formula grants are made to public school districts based upon the relative number of resident children ages 5-17 who are from low-income families as measured by free and reduced lunch eligibility.
Access Procedures Within limits established by regulation, Title I funds may be used to pay costs directly attributable to the program, except where funds from other sources are available for the same or similar purpose. Any public school district that has a Title I allocation of $2,500 or more, which has maintained state and local fiscal effort, and which can demonstrate comparability of services between Title I participating attendance areas and non-Title I attendance areas may apply. Applications are made as part of the Consolidated Application for Federal Programs.
