Adult Education and Services

Service or Program

Adult Basic Education (ABE)

Authority Federal: Title III of the Adult Education Act of 1966 (Public Law 91-230, as amended)
Service or Program
Description
Adult Basic Education instruction is designed to teach persons 16 years of age or older to read and write English and to substantially raise their educational level. The purpose of the program is to expand the educational opportunities for adults and to establish programs that will enable all adults to acquire basic skills necessary to function in society and allow them to secure training. These skills will enable them to become more employable, productive, and responsible citizens, as well as allowing them to continue their education to at least the level of completion of secondary school.

Eligible students—adults 16 years of age or older not presently enrolled in school with less than a high school education or its equivalent.
Funding or Grants
Available
Grants are made to local educational agencies, not-for-profit community-based organizations, and other eligible groups based on a competitive application process.
Access Procedures Application is made after a community survey has been conducted to determine need. Application consists of a local educational plan and budget on forms supplied by the Director of Adult Education.

Service or Program

Customized Training

Authority State: Section 178.450, RSMo
Service or Program
Description
Customized training is designed to assist business and industry throughout the state. Funds for classroom training can be provided for businesses if they are: (1) training new employees for a new Missouri firm; (2) training new employees for an existing Missouri firm; (3) providing a new product or service; (4) upgrading quality, productivity improvement; or (5) retraining existing employees as a result of new capital investment.

The training for business and industry is assisted and supervised by any one of the local education agencies throughout the state.

Partial financial assistance is provided for instructional salaries, instructional fringe benefits, instructional supplies, contracted services, equipment, development/supervision, and/or administration.

Project grant based on submission of proposal.
Access Procedures Local education agencies applying on behalf of eligible industries that qualify under Customized Training Policy Guidelines by submitting an Employer Request for Assistance and Training Activities Proposal. Applications are available from the Department.

Service or Program

High School Equivalency

Authority State: Sections 161.093, 161.094, and 161.095, RSMo
Service or Program
Description
A non-high school graduate who is a resident of Missouri and who is not enrolled in an elementary or secondary school may qualify for a certificate of high school equivalency by passing the General Educational Development (GED) Test. A minimum standard score of 225, which is an average of 45 on the five tests, with no score below 40, is necessary to qualify for the certificate.

An applicant, to be eligible to take the GED Test, must meet one of the following requirements: (1) be 18 years of age or older; (2) be 17 years of age and out of school at least 6 months from the last day of school attendance; (3) be 16 or 17 years of age and (a) have the written permission of an authorized school official (school principal or superintendent) where attending or last attended school, (b) have the written permission of the juvenile judge if under the court’s jurisdiction, or (c) a hardship case such as being head of a household, incarcerated in an institution, etc. An applicant must be a resident of Missouri.

Service or Program

Sheltered Workshops (Extended Employment)

Authority State: Sections 178.900 - 178.970, RSMo

Description
A "sheltered workshop" provides the opportunity for a satisfying future to men and women who cannot compete for regular employment because of their physical or mental handicapping conditions. Each workshop is a locally operated, not-for-profit corporation. Sheltered workshops receive technical and financial assistance from the Missouri Department of Elementary and Secondary Education. The Department also regulates operation of the workshops and administers state funds for the sheltered workshop program.

or Participants
Persons between the ages of 16 and 70 with disabilities, which prevent them from entering into competitive employment, are eligible for employment in a sheltered workshop. After evaluation and certification by a counselor of the Division of Vocational Rehabilitation, applicants are eligible to be employed by a workshop.
Funding or Grants
Available
The State of Missouri provides funds equal to seven dollars per each six-hour day for each handicapped employee. These funds are used to pay the supervisory staff that provides professional attention and supervision for the workers. There is no charge to the employee or his family to work in the workshop, except transportation in some locations.
Access Procedures The handicapped person, his family, or school counselor should contact the local workshop and/or the Vocational Rehabilitation Counselor serving the area or school. Groups or persons interested in establishing workshops should contact the Section of Extended Employment Sheltered Workshops for forms and information.

Service or Program

Veterans Education Assistance

Description
Federal law and Missouri statutes authorize the State Board of Education to determine whether an educational institution or training establishment is qualified and equipped to furnish a course of education leading to an educational, vocational, or professional objective.
Eligible Recipients
or Participants
Eligible veterans, service members, reservists, spouses, and children of veterans who died or became totally disabled as a result of military service may receive educational assistance payments directly from the Department of Veterans Affairs. Both private and public institutions may participate by applying for the approval of courses for veteran’s education.

Available
This program provides services only. Educational assistance is paid directly from the Department of Veterans Affairs to the eligible person or veteran. No funds are distributed to educational institutions or training establishments. Their participation is voluntary.
Access Procedures Educational institutions and training establishments desiring to have courses approved for veteran’s education submit their application to the Department of Elementary and Secondary Education.

Service or Program

Vocational Rehabilitation

Authority Federal: Rehabilitation Act of 1973, as amended (Public Law 93-112)

Description
Vocational Rehabilitation is a public service that prepares persons with physical or mental disabilities for gainful employment. Persons with disabilities may qualify for a variety of individually planned services that will lead to the achievement of a vocational goal. Funds may be used for necessary medical examinations to determine eligibility; evaluations to determine work for which the person is suited; medical, surgical, psychiatric and hospital care; appliances; vocational training, including tuition, books and supplies (academic-technical); maintenance; transportation; tools; and licenses.

To be eligible for services, individuals must have physical or mental disabilities that interfere with their ability to get or hold a job. In addition, there must be a reasonable chance that the services will lead to suitable employment. Persons with disabilities may apply or be referred for services. In the Cooperative School-to-Work Program, referrals may come from special education classes. Other disabled students and adults also may be eligible for services.

This program provides services only. No funds are distributed on the basis of application.
Access Procedures Persons with disabilities may apply directly or be referred to Vocational Rehabilitation by a person or agency. A Vocational Rehabilitation counselor to determine eligibility for the program will interview the applicant. Public schools may desire to enter a Cooperative School-to-Work Program agreement with the Division of Vocational Rehabilitation.
