Academic

Service or Program Assessment Program for Missouri Students

Description

The major goals of the Assessment Section are to oversee the development and implementation of the statewide performance assessments consistent with the 1993 Outstanding Schools Act and, through the Missouri Assessment Project (MAP), maintain the state assessment system through teacher-developed assessment items and teacher scoring of annual assessments. Additionally, the Assessment Section provides assistance to teachers and administrators in using assessment results to improve instruction and to provide useful data about education in Missouri.

Access Procedures

The publication, "Assessment Standards for Missouri Public Schools," is available through the Assessment Section. Notifications of the Student Testing Program are mailed to each superintendent, along with the necessary order forms and instructions for ordering.

Service or Program Goals 2000: Educate America Act
Grant for Local Reform
Authority

Federal: Title III (Sections 309-311) of the Improving America’s Schools Act (IASA) of 1994 (Public Law 103-227)

Service or Program
Description

The Goals 2000 Grant for Local Reform provides assistance to school districts in long-range planning to improve the quality of education for all students. Funds are also used to implement district and building activities relating to the district’s long-range reform plan. Reform efforts will focus on one or more of the following major systems: governance; professional development; curriculum and assessment; community outreach and participation; and health and human services.

Local public school districts are eligible to apply.

Available

First-year competitive grants provide for long-range planning and implementation; subsequent-year competitive grants provide for implementation of long-range district and building goals. Grant amounts are based on availability of funds.

Access Procedures

Any public school district may apply for first-year grants. Funding of subsequent-year grants is based on the quality of the local reform plans. All applications are reviewed and scored by a panel of peer readers. First-year grant applications are due by November 1; subsequent-year grant applications are due in March. The Department provides necessary forms and instructions, as well as technical assistance, to districts wishing to apply.

Service or Program Incentives for School Excellence

Description

The Incentives for School Excellence funds are available to school districts through competitive grants for the improvement of school programs in either the cognitive or affective areas. The majority of funds are for matching grants; however, the State Board of Education has the authority to designate a portion of the funds for match-free grants. The matching amount for a given school district is determined by a formula calculating the relative wealth of the district.

All full-time teachers, groups of three or more full-time teachers, principals representing school buildings, and superintendents representing school districts.

Available

The Department and teams of reader’s rate and rank applications. Funding is grant provided for the top-ranked proposals. The number funded depends on the amount of the annual appropriation and the size of the budget requests of the top-ranked applications. Matching funds are geographically distributed through quadrant competitions.

Each year the Department develops applications, provides technical assistance, and sets deadlines. Information is sent to all principals and superintendents.

Service or Program Missouri School Improvement Program

Description

The Department of Elementary and Secondary Education carries out the statutory responsibility of the State Board of Education to establish standards for and carry out a program of accreditation and classification for all school districts in the State. Visit and supervise the schools, make suggestions regarding the subject matter and methods of instruction, and way to elevate the standards and the efficiency of the instruction given in the public schools of the state.

All public school districts in Missouri participate in the classification and accreditation program. The process is entitled the Missouri School Improvement Program (MSIP). The MSIP features a team approach and requires that districts develop a written plan for improvement to their educational program based upon the recommendations of the visiting team. Districts are visited by a team every five years and are classified as either "accredited," "provisionally accredited," or "unaccredited."

This program provides services only. No funds are distributed.

Access Procedures Districts submit data, via diskette or electronically, in August, October, and June that are used to assist in an annual review of the district’s educational programs. The district’s MSIP accreditation level remains the same for the five years following the MSIP review unless a re-review is conducted.

Service or Program RE:Learning

Description
RE:Learning in Missouri is designed to assist schools that are working to be a part of the Coalition of Essential Schools. The mission of RE:Learning in Missouri is to significantly improve the educational experience for students, helping them learn to use their minds well through school reform based upon meaningful, research-based practices.

Primarily secondary schools (high schools and middle/junior high schools), but also elementary schools.

Service or Program Remedial Reading (Exceptional Pupil Aid)

Description
The State reimbursement remedial reading program provides financial support for two types of special reading programs: (1) accelerated instruction to enable low-achieving students to read at a level appropriate for their age and grade placement, and (2) developmental instruction to enable students to read at a level commensurate with their ability.
Eligible Recipients
or Participants
Students in an accelerated instruction program must demonstrate need based on performance on standardized tests or on multiple criteria. Multiple criteria, including test scores, may be used as long as they provide for approximately the same number of eligible students as test score use alone. Students most in need of services must be served first. To be eligible for developmental instruction, students must be achieving near or at grade level, but show a substantial deficit between achievement test scores and reading expectancy as determined using a recognized formula. All teachers must be reading-certified in Missouri.

Reimbursement is made to local school districts based upon meeting caseload and time requirements. The level of reimbursement is established through annual appropriations.
Access Procedures All public school districts are eligible.

The funds are used to pay part of teachers’ salaries. Submit teachers’ names and other indicative and program data on the Core Data System.

Service or Program Summer School Approval

Description
The Supervision Section, Division of School Services, approves and supervises the state-assisted Summer School Program.
Eligible Recipients
or Participants
All public school districts are eligible to participate in the state-assisted summer school program. Districts may collaborate in their efforts to offer summer school for students in grades K-12. Any district may apply for approval for a state-assisted summer school program.
Funding or Grants
Available
Funding is provided through the State Foundation Formula.
Access Procedures Summer school application forms are sent to all school districts. Applications should be completed and returned by June 1. A second part of the application is submitted with the June Cycle of Core Data.

Service or Program Technology Grants Program

Description
The Technology Grants Program offers an opportunity for districts to improve schools and classroom teaching practices using technology.
Eligible Recipients
or Participants
All public school districts in the state may apply for Technology Acquisition (entitlement) and Competitive Technology grants.
Funding or Grants
Available
Each year school districts are eligible to receive a base Acquisition grant of per district, plus a per-pupil allowance (based on the formula using the appropriation amount and the prior year’s October core data enrollment figures) Applicants must indicate the kinds of technologies to be acquired and how they fit into district wide technology plans, matching funds. Each year districts are eligible to apply for Competitive grants, in amounts of $10,000 to $50,000, with matching funds of 10, 20, or 30 percent, depending on relative student wealth. Competitive grants must demonstrate unique approaches to technology with a distinct and clearly defined instructional focus.
Access Procedures The Department provides applications, guidelines, and technical assistance to institutions eligible to participate. Acquisition applications are due September 15, and Competitive Technology applications are due June 15.

Service or Program Title VI, Improving America’s Schools Act (IASA) (Formerly Chapter 2, ESEA)

Description
The purposes of Title VI are: (1) to support local education reform efforts which are consistent with and support the state’s reform efforts under the Goals 2000: Educate America Act; (2) to support state and local efforts to accomplish the National Education Goals; (3) to provide funding to enable schools to implement promising educational reform programs; (4) to provide a continuing source of innovation and educational improvement, including support for library services and instructional and media materials; and (5) to meet the special educational needs of at-risk and high-cost students.

Participants in Title VI programs may be selected at the discretion of local school districts.
Funding or Grants
Available
Formula grants are made to local school districts based on a formula adopted by the State Board of Education in consultation with a state advisory committee. This formula determines the entitlement for each school district.
Access Procedures Funds may be used for any reasonable cost related to the district’s approved program, but may not be used to supplant state and local funds that otherwise would have been available for that purpose. No match is required. Any public school district may apply for a grant up to the amount of its entitlement. Each year the Department notifies school districts of their entitlements and provides necessary forms, instructions, and guidelines for applying. Applications must be submitted and approved before any Title VI funds are obligated.

Service or Program Video Instructional Development and Educational Opportunity Program (VIDEO)

Description
The VIDEO Instructional Development and Educational Opportunity Program was established to encourage all educational institutions in Missouri to supplement educational opportunities through telecommunications technology and satellite broadcast instruction.
Eligible Recipients
or Participants
All public school districts in the state, all public colleges and universities in the state, and all public television stations or other agencies providing instructional television programming in the state.
Funding or Grants
Available
Each year local school districts and public colleges and universities are eligible to receive grants according to their respective enrollments. The institutions are required to match state funds in the amount of 10 percent.
Access Procedures Each spring the Department provides applications, guidelines, and technical assistance to institutions eligible to participate. Applications are due September 15.
